I hope Anner does not believe that I trivialize the formation of names either botanical or horticultural. In some respects it is scary how much effort goes into trying to create a system of rules that the whole world can follow and can protect gardeners and growers from mislabled plants. There are two separate codes and each is formulated by the establishment of botanists and horticulturalists respectively. The Congress of botanists that attended in St Louis in 2000 numbered 10,000 individuals. Of course most name changes are proposed in advance and often or assigned to committees. But some rule changes are voted on by the entire body of taxonomists. Many botanists do not even now that the organizational structure of the convention is laid out by the United Nations Committee on international commerce. Rules that are made by the botanists and Horticulturalists can have grave implications to the economies of countries. Holland for example, in order to create trust in there
horticultural corporations requires that every plant be true to the names agreed to by international code. If a grower tries to sell plants under the wrong name the government can destroy the entire stock so as to prevent customers from fraud. We may grouse about small differences in names but they can have large consequences on the international market.
