I don't think starting from seed will improving your flowering. 
Unlike the PCNIs the LA transplant easily.  However the best tip to
get them to germinate is to not let the seed dry, but to plant them
*green*.  Removing the cork is not necessary.  Cold seems not to be
required.

On growing LA with limited water: 

I grow my LAs without a lot of extra water.  (We average 30 in of
rain a year.) They will do fine as long as they do not totally dry
out during their growing periods in fall and spring.  They will take
some drying in the summer.  Mulch is a must.  I water below the
ground through 2 liter coke bottles with holes punched in the bottom
and buried to the shoulder. One near each clump or between clumps.  A
gallon a week (two fillings) keeps them going through the driest part
of summer here.  Another technique is to grow them in buried kiddie
pools. Put a couple of drainage holes in the pool and line the bottom
with charcaol before adding ammended soil.
