Juri,
     It sounds to me like you should consider using raised beds.  Take a
place where you wish to make an Iris bed, and place rail road ties or some
other type of timber around it, to hold the soil in place.  Then add sand
and mix thoroughly with the existing soil.  Most likely, it will take a
quite large amount of sand to do the job.  What this will do is allow the
Iris rhizomes to be above the level of standing water.
