Mean Little Black Beetle with Orange Head

Some of my daylilies look as if they've been attacked
with a weed whacker. The beetles eat so many small holes
in the leaves that they look shreaded.

Insecticidal soap hardly slows them down. Sevin was
suggested as a treatment, but I haven't had a chance
to tell whether it's working yet.

Any one got a guess as to what kind of beetle it is,
and whether they'll move on to iris when they get tired
of daylilies?
