That was the concensus of how it needs to be handled in the future, in the
meantime, while "prestige" members like the mayor etc. are happy to reach in
their pocket for a fiver to support a local chapter, they are not active,
won't come to meetings and certainly can't be counted on to cough up another
$18 to join AIS. The chapter is also happy to count on their support, so I
think a two-tiered membership will end up being the way to go.
