Hi Rima

Both in Ontario, Canada, where I hail from, or here in Oregon, we cut
the Siberian foliage back as late as we can, so we don't have dead brown
leaves to carefully clean out from amongst the new green shoots come
Spring. But I agree with Rick. As long as the sun is nourishing your
plants through green leaves, do not cut them back. I constantly tell
people who cut their bearded irises off to six inches after bloom, that
is tantamount to putting your plant on a diet. How can they store up
sunshine for next year's growth and bloom, if you staple their
stomachs?? You may hear other methods from other areas. Sift through it
all, and act accrodingly.
