Rima... I'll bite

You should wait to cut back foliage until the late fall - around here, just
about Thanksgiving.  The theroy is that you never want to cut foliage while
it is still useful to the plant.  I cut back my siberian and japanese foliage
to about 4 inches when I notice they are beginning to yellow.  I cut bearded
iris foliage into a perky little point about 6 inches high.

Another theroy is that to really get at Mr. Borer, you should actually leave
your bearded foliage in place and cut it back in the early spring.  The
reason being that if there are any eggs, you will therefore destroy them.
 The beardless should be cut back in the fall regardless since the
mice/moles/voles/varmits love that foliage for nesting!!!
