SPEC: i. setosa seeds not germinating


I planted some i. setosa seeds (that I bought at Wal-Mart) 28 days ago
and they have not germinated.  The packet says they will germinate in
18-21 days.  They are inside my house (70'F) in a container with some
general all-purpose potting soil.  I've kept the soil very wet since
planting them.

Why haven't they sprouted?

I have more seeds.  I'm thinking of putting them in a container with the
same soil but putting them outside.  Do they need the cold to germinate?
