The exact language of the relevant section of the Judges' Handbook (p.
C-69) is:
"This does not suggest that only the latest introduction can qualify for
the honor (i.e., best specimen), but an older variety of obviously outdated
features should not be selected even if the entry is an excellent specimen
for the variety."

At a local iris show in the early 90's a superb stalk of CUP RACE was
denied best specimen honors on the basis of this principle, or rather on
something close to Walter's formulation of it.
