When should the new fans be showing?  By now, after bloom of the
central rhizome?  Or can the increase occur AFTER bloom ... that is
the central rhizome has the energy to put out increases after it blooms?
At what point is a rhizome that's bloomed not going to put out any
further increase?  By the next spring certainly? 

I have one rhizome, for example, that I do not know whether it has
ever bloomed.  It is firm and rooted, but shows no increase.  It's
just sitting there.  And doesn't have a fan to go with, either.  Just
sitting there.
