Vernon,
You should dig the meal into the soil around the plant rather than
allowing it to sit on the surface. Rain will not dissolve it quickly,
but turn it into a green slimey mess instead. Also, some folks have
reported that alfalfa left on the soil surface seems to promote horrible
outbreaks of fungal leaf spot.
