I have seen it rarely have the extra petals here.

The grower has no control over whether the extra petals ' show or don't show,' so I don't think I could penalize him if the extra petals are not present on a show entry.

I would hate to have to explain the decision to the exhibitor or the public.

That is interesting. I can honestly say that everyone I have ever talked to here in the west almost always see the 4 and 4. I am not depating that you see it infrequently. So I guess I would have to know the characteristics of the region to make a decision at the show bench.
