  I can honestly say I do not know of one single cultivar that fits the
perimeters you are looking for. While several blues have been suggested so
far, and I have grown them, not one has a but count of 10 in my garden in
Phoenix.

  There are a couple non-SA irises that come close, like MARIPOSA SKIES.  A
2004 child of MS I am growing now called SNOW MELT has given me 5 repeat bloom
stalks since March. Both have produced great branching with lots of buds.
Perhaps one of them crossed with your GLACIER POINT would give you the results
you are looking for.
