To expand on Tom Tadfor Little's explanation of registering iris:

To introduce simply means start selling.  It's a separate concept from 
registering.  Any one can therefore"introduce" a culltivar by any name
anyhow. Yer friendly local K-Mart has many "intorduced" cultivars -- name
tags.  May or may not be officially registered with AIS.
