dead heading

I was reading the cultural hints from an iris catalogue and found the
following that set my inquisitive mind working.

Remove dead leaves as they appear and cut out old flower stalks at the BASE
after flowering.

I have always topped bulb plants below the old bloom, plus removed old
flowers rather then let them go to seed, one can often get them in bloom
again.
I am wondering the advantages and disadvantages of cutting the iris stalk
at the base?
Any comments would be welcome.
