I use a mix of 1/4 peat 1/4 palm fibre 1/4 coarse sand and 1/4 
sieved garden soil [acid volcanic] in a warm wet climate, Auckland 
N.Z. this mix kept very wet all the time gives very good germination 
of both Japanese and Siberian seeds sown outdoors in autumn  
[early] I also tried stratification two weeks in fridge but now don't 
bother.
