Interesting - here, that would mean covering them in mid October and
leaving them covered till as late as the first week of May to ensure
protection from freezes in the upper 20s. Low 20s would probably be
more like mid November till mid April. Are they really going to be able
to survive being under all that mulch during the long warm (even almost
hot) and often very wet spells that happen during those months? I've
used Reemay from mid-October thru spring to cover things like lettuce
with good success until it gets really persistently cold. hmmm...
thinking out loud, maybe cover with Reemay till severe cold (teens),
usually after Christmas, then cover over the Reemay with mulch until mid
March. Warm spells in Jan/Feb/early Mar usually don't last long enough
that they would warm thru a thick mulch.

I have a few Louisiana seedlings that germinated a few weeks ago that
I'm trying to figure out what to do with. There are only three of them,
so for now, I'm just shuttling indoors on nights when it freezes hard.
I'm hard on plants indoors, so may experiment with a combo Reemay/mulch
with these three.
