Yes, according to this:
"Internet webpage introduction will also be acceptable, provided
that the introducer sends a printed copy of the webpage to the
registrar by first class mail."
The above was taken from an article re registration and
introduction in the January 2002 AIS Bulletin and was reprinted
with permission in 'The Siberian Iris' in the Spring 2002 issue.
It was written (I think) by the AIS Registrar.
