REF: Judges Handbook

Page 38 says "Single entries in a group must not be barred from consideration
for awards simply because they are a lone entry in that group. However, page
42 says, "Awarding of a Section certificate/rosette requires at least three
(3) exhibitors and at least five (5) cultivars in the Section....so, should
the statement on page 38 specify which awards a single entry must not be
barred from, because they are obviously not eligible for the Rosette according
to page 42.

And another confliction...on page 41, it says only one 1st place, 2nd place,
and 3rd place ribbon may be awarded to each cultivar. Last year we had the
same cultivar entered in the historic division and the collections division
(Charlie entered the collection and Clemence entered the same variety in the
historic). Does that mean that only one of them should have received a blue
ribbon? Or does the training manual need to add the words "per section" on to
the end of the sentence?

On page 17, it states, "It is improper to award ribbons to every entry in a
show, and the judges should keep in mind that an inferior specimen should
never be awarded a ribbon." But on page 41 it states, "As many honorable
mention ribbons (pink) as quality merits may be awarded."

Does anyone have any thoughts on these conflicts?
