Right, Betty -- It's important to keep the seeds moist during the winter. As for soaking the seeds in the pots for 5 days as opposed to soaking before planting, I just feel more confident that I'm scouring off the inhibitor with the soak and rinse method. Could be that both ways work as well. I get about 70% germination overall, on average. -- Griff

Griff, this has worked for me for about 20 years.  Lazy woman's  way.

Plant seed in pots.
Water pots every day for 5 days. (if it doesn't rain) Soak pots to dripping 
stage.  Gently, of course.  Allows for drainage of water and  prevents (or
should) any stagnation that might cause seed rot. Then cover with straw, soak 
the whole mess, and forget until spring.   Doesn't hurt to check every few
days and make sure they don't get too dry.

Remember to water well & often when the weather warms in the  spring.

OR

Watch Internet weather map.  Plant seed day before a long rainy  spell.

This year, I didn't have many seed and planted in wet  potting medium.
Forgot to water but it's been raining enough to keep  them damp.
