CULT: root zone temperature?

Anybody know (or guess) what the soil temperature is in the root zone when roots stop growing in CA/Oz or Salem, OR?
What root zone soil temperature is during the "usual" dig and replant/end of shipping season there? August for CA and OR.
Margie, do you know the soil temp when it's too late for transplants to do well?
I've been wondering if the 8 new GBKs here that haven't grown roots much would benefit from some extra warmth. All the potted stuff is next to the house for ease of watering and weeding, but it's not full sun, so I could move these out to full sun and cover with extra plant bed cover and add water bottle/solar heat absorbers.
