AIS: Oct Bulletins were late

The point here is that a whole lot of "me too" messages regarding
non-receipt (or receipt) of the October AIS bulletin are totally pointless.
The question as to when the bulletin was mailed is not pointless but once
answered in the affirmative we know the inevitable result will be receipt.
Precedent has indicated that some will receive sooner, some later.
Running reports of status are just irrelevant. Discussion of the contents or
items contained within the AIS bulletin would certainly be relevant and of
value and interest to the list.
