Generally speaking, phosphate and potassium components of fertilzers remain 
in the soil until used by the plants. There is a body of thought that 
suggests adding nitrogen in the fall is detrimental to irises so, with 
nitrogen, use your own judgement.

Phosphate and potassium should be incorporated into the soil if you wish to 
avoid run off. Otherwise apply when it is convienent to do so.
