Personally I really like Yaqina Blue for a blue, and you'll probably 
get about a million votes for Silverado as a white.  I just started 
hybridizing last year and Silverado was my only pollen parent that 
set a pod so it's a good beginner plant anyway.  Another thing you 
might want to consider is doing what I did and starting with the 
Dykes Medal winners and adding in a few that tweak your fancy as you 
go along.  

But of course it is all going to depend on exactly what you want to 
do with your blues and whites.
