Kitty,
I just have experience in two Sections where decisions were
recently made by e-mail discussion and vote. I have no idea if
the Japanese Iris section or the Siberian iris section have any
written policy or guidelines re this.
These are low-key people and no one gets bent out-of-shape about
decisions and policy. Probably just glad someone is doing
something. :-)
