If the base of the leaf is affected, then the rhizome is affected.  The base
of the leaf is the active part of the rhizome.  If the innermost leaves are
affected, the fan is pretty much lost even if it doesn't look all that bad
yet.  Either way, remove all the affected leaves, scoop out any soft tissue at
the junction to the rhizome (no matter how deep in in goes), and sterilize the
wound.  Bleach (or cleanser powder) is the most common sterilizing agent, but
for me it inhibits the health of the plants.  Mortar mix (or stucco, concrete,
or lime) works much better for me.  Rub it into the scraped out rhizome,
coating every scraped-clean surface, and at least the increases on the rhizome
have an excellent chance of surviving.
