I lost sight of the "heat and drought" part of this question.  I  usually 
water either early or late.  Try to never water when  the temperature is 90 or 
higher.  With the narrow band of water, the  foliage rarely gets wet, which is 
another advantage.   
 
In a normal year, mother nature would be tending the watering by now and  the 
soil would release moisture at a much slower rate.
