Pretty much, I think, though I've only seen it in bloom once and don't
remember it all that well.
If you look at a flower with the base of the standards at eyeball level
and the 'falls' stick more or less straight out, that's what I call
horizontal. What I mean by waterfall form goes pretty much straight out
for ..hmm.. never measured it...I guess maybe 1/4 to 1/3 of the petal
length, then drops at about a 45o angle (like the diagonal on a square),
then lifts out more towards the horizontal for the last little bit -
with ruffles, it's like the foam at the base of a waterfall. I like them
if they 'fall' at a steeper angle, with less lift at the bottom, but the
more they get much above 45o, the less I like them.
One of the most pleasant discoveries I've made in the last few years is
that a lot of the photos of tall bearded iris blooms showing horizontal
falls are not representative of what the flower reallly looks like.
Maybe are taken just as the flower opens, making them look much more
horizontal than they really are in the garden.
I don't like the really floppy, vertical "falls" either.
