Mine are sprout now.  This happens every year at this time.  Depends
on how bad the winter is as to how well they look all winter, but when
spring arrives, they put on new growth and bloom quite reliably here in
Texas.  Also the muscari are sprouting now.  Freezes slow the foliage
growth, but they begin growing in every warm spell until bloom.
