Well now, this is interesting.

This definition certainly leaves my current LILTING situation out of the 
running for legitimate rebloom, since the current stalk is in no way 
connected to the stalk that bloomed this spring.  Although this 
definition does make sense to me, I don't think it's practical for RIS 
reporting purposes.  It can be virtually impossible to tell which rzs are 
increases of which others in a crowded clump without excavating the whole 
thing, and I don't think anyone would propose doing that for reporting 
purposes.  Restricting reportable rebloom to a single, undivided clump in 
the same garden would make the above definition more likely to apply, but 
it certainly wouldn't guarantee it.

These parts of his definition are in direct contradiction to those 
published in the Judge's Handbook.  It'll be interesting to see what the 
RIS does about establishing specific reporting guidelines, if anything.
