Are you proposing to just design a form, Char, or devise some sort of
integrated system and implement it? I am not real clear where you are going.
In any case I feel that a good deal more thought needs to be given to the
matter, and a good deal more group discussion needs to take place concerning
goals, definitions, and unintended consequences.
If people are indeed interested in some sort of web-based system then I'd
frankly prefer the sort of loose but straightforward cultivar-based gardener
oriented experience and opinion reporting system that is found at the site Dave's
Garden. There people simply add names and pictures of cultivars to a database,
rate them in a simple manner, and offer a few comments in their own words.
I'm not a registered member there so I can't give you a hearty endorsement or
discuss the finer points or the limitations of the system, but I have been
conveyed to the site by Google several times when looking for information on some
plant or other and I've found it useful.

Put the Symposium list on a webpage and let people rank the things one to
five stars, and add some comments, along with some information about their
growing conditions. Let them write in some too, so long as they added some comments
adn sign the comments, and see what develops. It is the attempt to remove
candor and immediacy and geographical specificity from the process or reporting
favorites that results in over-processed data of questionable interest to anyone.
