Griff, I'm still waiting for buds to show color on OVER AND OVER here, too! Three stalks shot up by Aug 8, have just sat there while other things have bloomed. 

Odd.
It's in the most gravelly, most west facing, most exposed section of rows, so you may be right about lack of moisture.
