Tjhat is probably correct, as highest # of leaves I have seen is 15. Several 13 but mostly 10-12.
I would also suspect that the cultivars with lower leaf count on rebloom would be better parents for rebloom.

There are a lot of seedlings out there (with some pedigree-potential to rebloom) with 10 or more green leaves/fan (plus 2 to 4 dead ones) but showing <no> sign of making stalks.
