I cut them back - they will put out new ones..now if you are
transplanting.. I still cut them back - easier to replant - they will
still put out new growth..

Cut them back yes. Cut them off no. I leave about 4" of roots on my iris.
This also helps to anchor them in our soil so that they don't get bloom out
of the ground before the new roots take hold.
