Well - egg on my face....Lindane is banned in NY, Maine, Conn. and Puerto 
Rico...They are trying to get it banned everywhere.
Lindane is a great spray for Dogwood borer, leaf miners, aphids, Iris 
Borer, lacebugs, and borers on Fruit trees.  We have big problems with 
native dogwoods dying cause of borer.  Lindane is the only thing that 
seems to work on them.  I use it before bloom cause I also spray my 
dogwoods, azaleas and ornamentals.  Also it is a topical spray - not 
overkill early in the season.  I think it is safer than Cygon...other 
people thing so too....and when purchased in bulk - lots cheaper.
