Hi Mike...
The simplest way we do it here in Los Angles County,Ca.,
End of October or anytime in November, soak seeds 3 days
changing water if real brown, plant seeds 3/4"deep in pot.
I use 5 gal. size pots and plant 18 seeds per pot and 1 gal.
for 10 seeds or less, some people just put the whole pods
worth in 1 gal. but they sure are crowded. Water or sprinkle 
everyday,never let them dry out our you've blown it, that's the secret. 
In 6 weeks you might get 1or2 sprouts, but most take 8-12 weeks,
never give up on the watering for 12 weeks.By spring they will be
 4-6 inches tall.
The secret to getting bloom the next spring after that or
2 years after cross is to get the seedlings lined out or into
the garden in April or May. This is where I fail mostly due
to lack of planting space at that time of year and have to 
wait another year to see most bloom. Bernard Hamner
started his in a planter box and sowed the seeds in a
straight line.
This has been discussed before so check the archives
The one I like the best is putting seeds in nylon stocking
and hanging inside toilet tank to flush off outer coating of seed.
