Sounds like what we used to call "Whirlwinds". We used to get quite a few
of them at the farm in Odessa, WA.
With little to slow them down, a few got quite large. As kids, we'd chase
them on foot if they were close enough with the goal being to see if we
could get into the middle of them. (lack of toys or brains?)
Though these did touch down, they rarely did much harm but sure could make
a mess of anything not tied down. :)
