I haven't done it with Japanese anemones specifically, but a nice, easy
(and cheap!) solution to spreading and suckering plants is to cut the
bottom off a 5-gallon plastic bucket to make a ring of suitable height
(8-12"; you can use a hand saw), bury the ring so its top is just below
soil level, and plant in it. You don't see the ring once it's buried, so
don't let its ugliness scare you off :-).
