It seems to me that climates that are characterized as medit. climate (dry
summers and mild winter) can be windy or not. Where I live now has the least
amount of wind of anywhere that I have lived or visited (although yesterday
was unusually windy). Although areas near the ocean can get frequent
breezes, the area of California that gets the most frequent strong winds
(that I've experienced) is the Mojave desert, which has a high desert
climate.
