I have had this problem with a couple of species. One was seed of
some special forms of hepatica, sent to me as soon as they were ready
by a Japanese participant in the Ephemeral Seedlist. I was excited
when they germinated, but they did just as you described for your
delphiniums - never got beyond the cotyledon stage. When I finally
realized something was wrong, and checked the roots, I discovered
there weren't any. Instead, the radicle just looked as though maybe
it hadn't liked the compost (a sterile peat-based mix) and so hadn't
gone on to grow roots. Needless to say, there has not been a second
chance to acquire the seeds.
The same thing happened this season with Rheum nobile, collected in
the Himalayas, with only 4 seeds in the packet. Let's hope the
collector goes back to the same area sometime.
