My guess is it's most likely Oleander, because Caltrans (the highway
authorities who plant the center medians and landscape the sides of the
roads) usually plants those if they plant something blooming (here near
Monterey it's either leave things as they were, or iceplant). There's a
fairly nice line of them along the median near Paso Robles (pink and
white).
