Melaleuca squarrosa seems a likely candidate. The description in the Australian Wildflower Catalogue says "Prefers moist conditions and is idea for a poorly drained site. It will tolerate saline conditions and is frost resistant".


The infloresences in the pic. I have are terminal on the shoots just like yours and a very similar colour. the foliage seems similar in both colour and texture.
The only problem seems to be the scent of the flowers which my book describes as "sweet"!?


As to the papery/flaky bark, this is not specifically mentioned, but is a very common feature in the genus, so not unexpected I should say..
