Look into the buckwheats (Eriogonum spp.), especially E. grande
rubescens (red to pink) and E. latifolium (white). Beach aster, Aster
chilensis, usually has pale lavender flowers. Grindelia stricta,
spreading gum plant, is a yellow flowered shrub. Other choices
include Eriophyllum spp. (yellow flowers), Achillea millefolium
(white to pale pink), Erigeron glaucus (lavender-pink-white range).
And add grasses to catch the sun -- any of the fescues (Festuca
spp.) would work, and their foliage comes in shades of blue-grays to
greens.
