Thanks for looking up your books on the subject. You said that:

My books also say that W.sinensis generally flowers before the leaves but
do not commit itself on W. floribunda. However, their photos show W.
floribunda flowering without leaves.

No, I am pretty sure that the W. floribunda is correctly labelled. It has
those long slender racemes that are unmistakeable while the W. sinensis has
shorter, fatter ones (but no so fat as W. venusta). In any event, I believe
both climbers can be seen flowering before the leaves show. The question is
how to achieve it. My feeling is that pruning assures it but i'm not sure
if there are other factors. I have got it right on W. floribunda but not
the other one. Incidentally, I used to have a W. sinensis trained as a
standard and it flowered before leafing so I know what it is meant to do.
One night ten years ago, a gopher destoyed it from below.
