Nan -- I checked with a native plant expert friend who says he's never heard
of dogwood anthracnose on the shrubby species.  You probably already know
that if you cut redtwig (or yellowtwig) dogwood to the ground in late winter
it will send up beautiful red (or yellwo) stems in spring.  Otherwize, let
stems swoop to the ground and root where they touch down (stoloniferously,
of course).  They do like wet conditions, found naturally near streams and
wetlands.
