Hi Bill
At least in the cooler central and southern districts of NZ Buddlea
grows with all the abandon you describe in London, too often popping up
where it was not invited.. It can be a pestilential weed here,
especially in natural bush areas where it is a serious invader along
open areas such as watercourses. I have never see any pest on it here
either.
My suspicion is that it does so well in these areas mainly because they
have a relatively cool summer climate (It seems to be very winter-hardy)
