I lived in Portland for a decade and don't think I ever saw an avocado or
lemon growing outdoors. My sister in Portland has a Meyer lemon in a big
pot, outside most of the year but inside for the winter. It does bear
fruit.
Portland gets a blast of arctic air down the Columbia Gorge most years in
late January-early February that is hard on tender woody things. Some years
there are spectacular ice storms. Not much in the way of snow.
