Re-doing border on W.Side

Greetings, and thanks for allowing me to join NG.
I could use some advice for re-doing the border on the W. side
of my garden (Santa Monica, Zone 24/8).
Border is approx 2' wide, and 30' long. Broken in the middle
by a thick stand of Bird of Paradise. .
Border runs N-S along W side of yard. N. side of border gets
morning and daytime sun until late in the day *in summer*. In winter,
with sun lower in sky, less in afternoon, of course. S. side of
border is more in the shade because of overhanging trees & bushes.
So what could work in both sides of border? Or should I not try, and
select different plants for each side.
Border is against a concrete block wall which has some Cape
Jasmine on it, but not thick.
There are a couple of fruit trees a few feet away, which
attenuate the strong impact of summer sun against wall, so that it
does not "fry" plants in border. There is light, filtered shade some
of the day.
What I'd like is something perennial. Not sure if it should
be shrub, flowering shrub, flower. Should it be tall & thin, tall &
bushy, low ...etc. IOW, I'm a blank slate.
Variety in height and bushiness would be pleasing, if I could
find plants that would be happy together.
Your suggestions, referrals, comments would be much
appreciated.
