Could it be Phyteuma comosum? It is a small memebr of the Campanulaceae,
with strange flower heads composed by many single tubular flowers in the
shades of blue, a native of the local mountain ranges. There are many
phyteumas, and some are grown as hardy perenials in gardens and go under the
common name of horned rampion, or raiponce in french.
