Goat-proof plants?

Dear all,

I'm planning to plant some flowers, shrubs, trees and herbs in our village 
streets on the island of Imroz (Gokceada) which is in the northern Aegean. 
Unfortunately, the village is hardly populated except for a couple of months 
in the summer and there are lots of goats and sheep roaming around in the 
streets eating most everything green in sight. One thing they don't touch 
for sure are the lovely Oleander bushes.

Anybody have suggestions for other plants?
